Details:

When I attempt to report a user, each time I enter(after checking) their ID, the page still says to enter a correct ID.​

Are you using the new Steam ID's?

New Steam ID's look like this: [U:1:114191630]

If its a old steam ID you can run it through a converter http://steamid.co/

Make sure it also has the [ ] brackets around it
