Summary Ping problem with all US, EU servers after move IP

Good afternoon, 1) I had a problem with ping after transferring the ip above, I said this. 2) before the transfer, and not only had problems, the connection is good but the ping has grown, problems not from my ISP.
3) 180 ms (EU) skial, 300 ms (US) skial, this is before (ill will put screenshots) 4) (Its question) Can fix it or do something if possible, I will be very grateful (if there is the same ping and you know what it's like to play with ping for half a second), and that is all, thank you in advance!
