Detailed Explanation
i'm not using a VPN or any proxy. my steam account isn't old enough so if i could somehow be exempt from this rule without changing my whole isp or whatever it would be much appreciated. i've already attempted the following:

• leveled up to 3 on steam
• set my game details to public
• tried everything on the 'Why am I banned for Proxy IP?' thread

i couldn't put this in the ban appeals thread since my account, 'jacer4,' apparently isn't banned.

There was a cheater using your isp that kept making new accounts on new ips, that's why it was classified as a VPN.

so is there anything i can do? how old does my account have to be?
