Summary Consistent extremely high ping / ms without choke or jitter - US 2FORT 1

Hey y'all. Started experiencing an issue this morning as opposed to last night with consistently high ping on US 2FORT 1 (where I play occasionally). The last few nights I've had no issue; my average ms time was generally less than 30ms. Starting this morning I began receiving average ping times of 250-300ms - which is weird, considering I live in Central Texas.
I've already gone through the following steps:
- Restarting my gateway (both from the physical device, and asking my ISP to reset their end)
- Restarting my PC
- Uninstalling all custom configs / huds / mods
- Freshly uninstalling TF2, then reinstalling
- Reinstalling to a different directory
- Flushing the DNS resolver cache
- Swapping DNS from ISP default to Cloudflare / 1.1.1.1 & restarting gateway and PC
None of the above corrected the issue.

My ISP is AT&T w/ their Internet 1000 fiber plan, so this shouldn't be a question of my internet service speed:
I'm somewhat at a loss as to how to proceed. Assistance'd be appreciated.
