Summary Big VPK Files Struggle and Fail to get Signed by Skial's VPK Signer

So I have a 7z file weighing 98MB Limit is 100MB
Inside this 7z file there is 2 VPK Files : https://imgur.com/a/1RjN1Ti
And in Explorer, It is 98 907 Ko https://imgur.com/a/iRng1Vb , Under the 100MB limit, Close, but not over,
And over on https://mods.skial.com
Timeouts may happen
Space may seem to run out
And unless it isn't a perfect 100MB Limit And it should be reduced to something like 90-95 MB for a Safe space
It doesn't catch that the file is near it and tries processing it and returns errors.
(Also, the file has an high compression rate because these VPK's would never fit, even alone But both vpk's uncompressed do reach the ~490MB limit, But a smaller zip with more vpk's (76 773 Ko) Also, fails And all files inside the small zip don't reach the 490MB limit, Even Combined. They probably reach somewhere between 250 and 300 MB over 11 files)
(Also for convenience sake, i'm not creating 5 Zips with 2-3 VPK's, It alerady was a pain enough to manually convert them to VPK)
Yes the vpk's are inside the root. And not inside any folder, nor custom

But i was wondering, Why isn't there a Local version of this signer?
Is it because of :
Security Problems ? (Someone could dissasamble the app and make the signer sign any VPK, even ones with ex. Wallhacks, If the signer even checks the files given, And that i have no idea)
Having no time ?
Being useless to most players?
Was never worked on?
Because, when you have a lot of VPK's and files
Zipping them all would be an absolute pain if most of your mods aren't vpk's
