Haven't been on surf lately but that sounds awful. Here's some backstory as to how this may have happened:
I know that ski is a popular combat surf map on csgo and css, (even cs 1.6) where combat surf is played as a team deathmatch with no respawns (most servers, some have respawn but you get the picture). Combat surf gameplay there is radically different then what it's like on tf2 (Here on tf2 its always instant respawn)
In cs, its basically midair awp fighting in small arenas. The arenas are small so people find each other, reduce delays, and keep the action going, since it is a no respawn deathmatch. The scale of the matches are a lot smaller also. The server may have 32 slots but I have never been on a combat server in either of the mentioned cs games with more than 15 players.
Small and simple maps like the original greatriver and ski fit this gameplay well.
However, this does not translate well into tf2, where the weapons and fighting styles are not just awp and shotgun fights on ramps and in the air. With instant respawn, there is no need to force everyone in such a small space to keep things going.
Tf2 surf maps usually have larger scale arenas, or jails, which support the silly instant respawn deathmatch gameplay a lot better, with a separate, large surf course (or in the case of air arena, just a much larger area to play in, with many more ramps and possible pathways to choose).
Maps like utopia, rainbow, halofuse, and larger arena maps like air arena are some examples. These maps would be way too big for cs style combat surf. You can imagine how long rounds would drag out while dead players have to wait.
Anyways, the map's popularity in counter strike is probably why it got added here. The owner only looks at map player counts across all servers to determine which maps are worth adding (according to him, personally I would see a LOT more added t the surf server but since thats not happening...) however he makes a number of assumptions while doing so. This is not the first case of a map being added which conflicts with the fundamentals of tf2 combat surf (surf_mesa lmao) because the context of the map's "popularity" was not taken into account, only the numbers. Another thing I notice is that skial is in the map name, meaning that bottiger himself (or someone else mapping for skial) ported the map from cs to tf2. This is probably because there was no tf2 version of this map available, which was for a good reason. It does not fit tf2's style of combat surf.
Anyways, here's some random low quality video with questionable edits I found playing a very similar version of the map. The only differences between this one and nova_x are ramp smoothening and big fixes, or minor tweaks. For anyone who plays tf2 combat surf, you can see the gameplay differences immediately. This is meant to show the contrast between how combat surf is played in cs compared to tf2.

The version he posted is old. There is a surf_haloween_v3. So yes, the map has been updated. Don't have a link though, as that version was not uploaded to gamebanana since I
think it was made for a specific server or something (don't quote me on that).
Man's just upset with current state of surf and venting, can't say I've never done that myself ;).
No need to be rude to him though, even if he didn't word his suggestion in the most pleasant way, the request is not without merit. Cut him some slack, at least you get to play around with more than 13 maps (where you might dislike a good portion of) on VSH and Deathrun (and yes, I joined the surf server to check the map count, and this includes ski).
Hell, when custom game mode channels were added to the Skial discord, guess which gamemode got left out.
