Declined Remove Charge and any other item actions/abilities in Deathrun

Theres not much to be said. Having a demo charge across the map in deathrun just isnt correct or fair whatsoever and should be removed.

I think these features are what make TF2 deathrun better than css or gmod or whatever. We have more tools at our disposal to help clear the map. As long as they get balanced in a way (idk how Skial does this with demo-charge, if at all) then it can be a cool addition.
