Not many people sells regular weapons and stranges for paypal cash, I think it's better if you buy some refined metals (or keys and trade them for metal), smelt them and buy weapons for a scrap each.
This guy: http://steamcommunity.com/id/ingameshop/ is almost always online and has pretty cheap prices ($.58 per ref and $1.45 per key), but you can look around yourself in this forum's trade section and buy from anyone you want. Always make sure you check the steam profile here: www.steamrep.com to filter out scammers (there are a few out there when it comes to real money trades).
