Declined Re-add dr_steamworks

Semi-annual post asking for the return of dr_steamworks. This is by far the most discussed map that isn't in the rotation. Does us DR OGs a favor

there was a very easy glitch where the activator could just move and block all the doors from opening and kill all of red effortlessly

Well if we're banning 20 reds for entering Hale's area in office, I see no reason to not ban 1 hale when they block doors. Steamworks is my actual favourite DR map, it definitely needs to be added back.
