It's actually a pretty cool system. The tl;dr is that it's based on how many rounds you win. So a good player would contribute to a higher percentage of rounds won.

Although I think there are certain bugs(?) maybe with the system, because there are some outlier players that don't make any sense. The current top 3 players by rating are:
Sommelier cat (4603): 1.35kd / 1.37 kpm, 232 rounds won
Bon jeu (4286): 0.97kd / 0.70 kpm, 2663 rounds won
sleepyboy14 (4119) 1.39kd / 1.02 kpm, 1663 rounds won

But then if you take the averages of the 5 players following them you get:
Average rating: 3864, 3.5kd / 1.71 kpm, 4000+ rounds won (!!!)

Which doesn't really make any sense because these 4000+ rating players don't have stats that should match their leaderboard positions. Maybe they're skewed by other game modes or something, I don't think the system is updated or cleaned anymore but it's definitely cool to look at and in general is a good indicator of who the best players are on skial.

kd doesn't matter, you're going to have a lower kd if you're playing against better players.

the main reason why it isn't as good as before is because we have been forced by valve into turning 90% of our vanilla servers into maps with never ending rounds like 2fort, so obviously the ratings based on wins can't update.

That's why our seasonal rankings are completely different.

I thought ranking was determined something along the lines of 2 points/kill, 1 point/assist and minus a half point for a death?
