That was fairly obvious. Saddam was the U.S' fair-haired boy when he was the counter-weight to Iran. We waited until he had mowed down his rebels before putting in no-fly zones after the Gulf War. The very fact that we left him in power after the war shows we had interest in keeping him around to bother Iran. His secular Bath ministry was the greatest threat Iran for a longtime.
