Question about the mod thing.

Can people even see my mods?, or are they client sided?. Ive checked the skial vpk thing. im just wondering once ive converted the [mod ive chosen] and convert it to a Zip file, downloaded the skial Vpk thing. and then insert it in custom. Will people see it? or am i the only one?.
