Question about behavior in game

So, I've been playing on your TF2 2Fort server a lot lately and have encountered 2 or 3 times, groups of people from both teams just hanging out in one sides sewer. Usually only certain classes and the Red people will watch the Blue people kill Reds you are trying to play and vice versa. Is there a rule against this? I would figure that not attempting the objective is the same has griefing but when I try to vote kick someone it never goes through and I get flammed. So I wind up just leaving for a while and hope for the best when I log back on. Is there anything that can be done or do I just have to deal with it? Except for that stuff, I really enjoy playing on your server.

please tell an admin to come and stop it.

Was just on 2fort+ Chicago not too long ago. Kids just squealing on their mics and turtling.

Always good to have a reminder of why I stopped actually playing TF2 and just stuck to pixel pawning.
