Title. Enables teamkilling during the "waiting for players" time after changing maps.

Skial servers dont have the random spawn points around the map in pregame like some servers do. everyone spawns in the spawn room. first in will just stand behind with stickys or minigun.

Problem with this plug-in for pub servers is that it adds the friendlyfire tag to sv_tags for the server disallowing quick play "Play Now" players from joining the server so it is a showstopper for this plug-in
