The link the user sent out goes to a fake login page, designed to look like the Russian version of the Steam Community login page.
DO NOT ENTER ANY INFORMATION ON THAT PAGE
The page is NOT one of Valve's official pages, and is designed to steal your Steam login details. It isalso possible that this user's account was hijacked, and is being used as a zombie for phishing, however he should not be allowed to be making contact with any Skial users until he resolves his own login issues.
That said, I think this user needs to be banned from all Skial servers, to ensure that he doesn't try sending these links to anybody in-game. Best to be preemptive in a situation like this.
