Declined Playload EU

I think it would be a good idea to add a payload server for European people.
As one of the most played game modes, it would be a server that could fill very easly.

We used to have a Payload EU, it was closed because it died out a long time ago. I don't see why it would be any different now.

Payload US struggles to fill and that's with great effort.
