I understand ping doesn't lag servers; thats not why I'm suggesting this. I also understand some people are forced to play with high ping because of their location; I understand that too, and I'm not referring to them.

I'm suggesting that very high pings be capped, simply for the sake of gameplay.

Examples, if needed: Awhile back I was playing against a pyro with literally 750 ping. I couldn't hit him because he was virtually teleporting across the map making his movements extremely difficult to predict and making it extremely difficult to kill him unless you knew where he was going to lag to next and have explosive splash damage.

Today I was trying to headshot a heavy with 700 ping. When I got my crosshairs over him, he instantly lags his way behind a wall next to him. I didn't even see him move behind the wall, he just literally appeared behind it.

And don't get me started about 700+ ping spies. They take facestabbing to whole new levels.

My point being when players are playing with VERY high ping it gets to the point where others have significant difficulty trying to kill them because they 'teleport' lag everywhere and / or kill you in outrageous ways

I'm only asking that VERY high ping gets capped. This suggestion has nothing to do with the supposed possibility that ping causes overall server lag.

as long as it only kicks the person if their ping lasts like that for a good minute or two.
 
Fluctuation? I don't think I understand, could you elaborate?
So if you're at 400ms ping consistently, you will be smooth in the game because the lag compensation will handle it. The issues come about when you're fluctuating between say 200 and 400 ping and the software can't accurately correct for it.
 
The only thing that bothers me is that exploiters can toggle their ping to melee at a distance and other things to "lag" their way to victory. Having a high ping kicker would prevent some of that.

I don't really see this in TF2.
