I used to have a nice row of console screens below each other for me to easy control my idles :P I used the program idle.tf made to have easy control over accounts, but that is not against steam rules as it doesn't interact with the game in any way.
However, if someone creates a program that will make you meet the criteria in the new update, that communicates and interacts with the game, it is possible to be banned.

you mean like a program that lets your keyboard interact with every instance of TF2 at once?

Yeah sandboxie. The program basically came down to a small application that ran some code to start a few sandboxes to save you s he hassle of doing it yourself. Doesn't interact with the game in any way though, as the textmode consoles are independent as soon as they're loading.

Premium servers, my own servers....
The jury is still out on auto accept scripts for item drops.
A valve employee has mentioned that huge idle farmers are at risk... ( 50+ accounts ) and that they look for people with alts that have variations on the same name (alt 1, alt 2... jungle,bungle,mungle etc.)
