Why would you change the thread title? It's already declined, people should be able to read that.

I changed it to decline because the moderator didn't want to. It was a simultaneous thing.

It wasn't declined, the thread just failed. (Think mario set the tag to declined himself)

If someone feels the need to suggest it again, they can.

People can set the tags themselves, yes. It's discouraged though.
