The problem is that it was used too much because people are too lazy to scroll down.
About 10% of the posts there weren't in the proper section because people just looked at the top of the page and put it in general because they didn't see the proper section without scrolling.

but then my index finger will become so buff from scrolling down every time to the point where i cant use it
We're a gaming forum. It makes sense for the game forums to be at the top. I think General belongs at the bottom there. When looking at new threads I just use What's New anyways.
I didn't consider that, but the only threads that are off-topic there are some TF2 threads, and perhaps some "other games" threads. There hasn't been an appeal for a ban or anything in there for forever.
Actually I do get junk like that in there with a certain frequency. I just move the topic though.
Yeah, me too, without leaving a redirect. Isn't that much of a hassle, though. :/
If it reduces it, then it's worth it I think. I would rather encourage people to focus their discussion rather than making a random topic about peanut butter, or whatever.
We don't get that may spam threads there. We have "Meemee Tiem", so people aren't making new threads for each funny picture they want to repost, and Toxik Told Me is supposed to be where useless info is posted, for the most part (hasn't been working perfectly lately). Only people who do make the shit threads (Terdy, jonathan, etc) are typically overlooked.

I really don't know where you were going with the peanut butter thing. You did make me look it up to make sure I spelled it right though. New people don't necessarily know to go their though. I think we're more concerned with those people than regulars.

Each section should be contained in div. All you should have to do is modify the css and not the structure.
