"ADMIN: (TEXT)" is how admin messages are shown in game so it's clear they wanted it to look like an official admin message. If they were just quoting then they wouldn't have included the "ADMIN:" portion of it.
 
Unfortunately I have to disagree with you. If they were quoting someone, they would have prefaced it prior or afterwards that it was a quote. They just said that out of the blue.

It was formated as if it was official so I assumed it was an official message until I noticed it came from a user who had a recent comm ban (something unlikely of an admin).

I decided to report it as it felt suspicious and the admins seem to have agreed.
