I have key for dota 2 - its good and unused, won from steam gifts today.. fancy it?
 
It was not gifted through steam, they have since stopped the use of non steam tradable being used in giveaways, I cant see any restriction to not using it or passing it on, maybe i should use it, i think i get 2 more keys to invite others... not sure on this though.

It's completely fine if you activate it yourself. If you give it away, or sell it thats against the rules. Since you can't enter to win stuff you already own if you win the same thing again, that will look really bad on you.
