You could do "Racism/Spam" for reason since he kept repeating it over and over. It would also be wise to check for past bans he may have had, to see how long the ban should be.

If it was not the real zebra increase the ban to one month for racism and impersonating admin
/addban 302400 Steam_0:1:2 "Admin Impersonating and racism"
