Download Ubuntu. Depending on the distro you're using, it's probably missing some libraries.

Use the package manager installed on the system. If it's debian based (Ubuntu), just open up terminal and apt-get install libopenal1. The Steam Debian package should have all the dependencies though, so I'm not sure what's up.

Linux is a kernel, not the OS, the OS is formed by a Distribution, shortened to "Distro(s)". The most popular one that's also user friendly is Ubuntu, I'm currently using is Ubuntu 13.04 (Beta), but you can use 2 different types of Ubuntu versions, I'll make a thread in Technology on how to get linux and which one you'd like.

This begs the question whether Valve will only give out the people who actually INSTALL the OS natively on the computer and not just on some emulator.

It didn't come out yet, and besides, look in technology, I made a thread that makes it simple so you won't break things. UNLESS you have a Win 8 machine with UEFI.
