Levelless Made man

Hi, i just crafted a made man. it's not a big deal, but the weird part is, that it doesn't have a level in it.
I'm just here to ask is it normal and if its not, would someone like to buy it.

Using a program like TF2B, you can see the true level of a item like the Made Man. Mine's Level 27 I think.
