I've gone through literally 6 video cards in the past on my old HP so I've seen my fair share of "oh shit" progressive artifacting.

Inside the red line you can see grey lines in between the shadows. Outside of the red line there's no grey lines in between the shadows. If you look at the bottom of the red line, you can see a fine line where the artifacting starts. That line and the rest of the artifacting follows me with my character as I move.

It only seems to be happening on some snowy surfaces, no where else. I'm not having any problems with any other games at all.

Is this my GPU going out or is some form of a rendering bug?

(To avoid any confusion, I'm playing on mixed settings with Skyrim. I'm running high textures with low shadows if it matters any. The old computer I went through so many video cards on isn't this one)
 
Probably just related to your settings. It doesn't look that severe and if you're not having troubles in any other game or within the os itself, there's probably not much cause for concern.
