I would find out the steam id of the jwso that sprayed it via hlstatsx (could be more than one jwso or fakenicker)
while standing in front of spray i would use /sm_removespray, then would ban the offender by using /sm_addban 0 STEAM_0:1:3079870 "illegal spray" I would also contact the finnish police and have him put on a sex offenders register.
Ninja_DC has been screaming and dropping N-bombs on Turbine for the afternoon. However, he was using voice chat the whole time. Everyone who was there agrees that he was doing it, but none of them have demos. He has had a 2 day ban in the past for racism. He's not on the server, but he's still online. Tell me exactly what you do, step by step, including the command on-server.
Firstly I am assuming a N-bomb is a colloquial term for using the word 'Nigger'
The fact that nobody has evidence of this behaviour means that it is their word against his, however according to the rules http://www.skial.com/threads/admins.82/ demo's are only stated to be required for hacking offences. Firstly I let everybody on the server know that I am going to deal with it, and will assure them it will not be happening again. My next course of action would be to speak to Ninja_DC to find out what the hell he is playing at, and from his response i would gauge the severity of his intent and issue what I feel to be appropriate action. The fact that he has had a previous ban for racism indicates to me that he has done it before, and depending on his response, level of remorse etc. he would be looking at a minimum of a 1 month ban, and anything up to permanent..
I would add 2 bans to the servers, firstly (assuming a 1 month ban for the racism)

the second ban is purely for reference, to make a record of the mic spam (the first ban will overide this one in terms of time.)
/sm_addban 30 STEAM_0:0:17709783 "excessive micspam"
Point to note: that as an admin, Ninja is subject to the rules (and ban system) the same as any other player.
It is also worth noting that I have Ninja on my friends list, so I can contact him easily, if this were any other player i would still try to contact them through steam, to go through exactly the same process, failure to be able to contact them would leave me with no option but to issue the bans in exactly the same manner. Normaly there would be no ban issued without any evidence, but it seems in this case everyone agrees he was doing it, he has a prior 'conviction' for same offence. I would settle for the overwhelming majority's opinion that he is one bad apple, and we always have the appeals system. If 100% of the server is offended by an individual, that individual should be removed.

Second offense, I wouldn't bring out to permanent. Second offense racists are typically kept to 1 month, unless it's incredi-severe.
Say that he didn't admit to doing it when you confronted him. Then what?

I mentioned 1 month to permanent, with permanent being the extreme such as if when confronted, he says things like: "f**k all the n**gers on the server" "I'm gunna keep spammin them n**gers" "f**k you all, eat sh*t and die"
If on the other hand he completely denies the offences, then its a case of needing evidence.. the servers chat logs could provide some evidence of unsavoury behaviour, but as everything was allegedly only over the mic and no demo's have been recorded, one would have to give ninja the benefit of the doubt, with a warning that any evidence of spamming/racism or any other inapropriate behaviour will result in him being banned.
Not sure if there is one in Finland, I think they have a list of people who are not sex offenders, much easier to keep track : )
Also, when banning Ninja for racism you have to unban Jwso for the spray since we can't have both of our scouts banned : D
