How to gather evidence in this case?

Hi,

I was wondering how to gather evidence in certain cases. Let's take an example.

I am playing for example on VSH EU and this guy, for example Pr1mus, has a communicationblock for like, let's take 3 days. Yet he is using namechanges to communicate on the server. It isn't allowed so how can you get proof he is rulebreaking? Video? Pictures? What is the best solution?
