Video [Help] Characters skating

As you can see the models appear as if they are skating. The game-play has become sluggish and the water appears really dark. I deleted the character models thinking that would resolve my issue but it hasn't.​

I had PVHUD installed, tried removing that but it didn't fix it. Not really sure what to do. Somebody suggested that shadows might be turned off, but it wasn't.​

Any assistance in this would be grateful. ​

I've only ever seen that when a server in tournament mode has paused and unpaused

This is on the Skial.com | 2FORT | LA 1 server.

This happens to you all the time? on every server you go on?
I would think its something in your cfg that needs adjusting, although I haven't a clue what exactly, and just a best guess.
Maybe something to do with model animations?

This is constant, on every server. I'll try deleting the cfg files.

If all else fails a TF2 reinstall might fix it.
