I'm pretty sure that /dsay doesn't appear in Hlstats chatlogs, so if they don't and there are no screenshots, I don't think there is anything I can actually do if I were admin. however, I will answer this question under the pretense that /dsay does appear in Hlstats and that this is what I would do accordingly:

Assuming that the report is "blank" means that there are no screenshots, the process would go like this:

-From either the Ban report or from the SteamIDfinder, I would find the Steam ID of the offender.

-I would then put said Steam ID into Hlstats in order to find the chat log in question.

-Assuming that the Chat log coincides with the report, I would administer a 1-day ban if first offense, 3-day ban if not.

-Considering the fact that the offender was offline, I would use the /sm_addban command to administer the ban.

-In the scenario of a 1 day ban, the ban command on-server would be /sm_addban 1140 #STEAM_0:1:3079870 "spamming"

-In the scenario of a 3 day ban, the ban command on-server would be /sm_addban 3420 #STEAM_0:1:3079870 "spamming"
