Harassment like that is not against the rules. If it were racist, homophobic, transphobic, etc. types of insults and harassment, it would definitely be a mutable offense; however, someone simply saying "you're bad" does not fall under that criteria. Simply client-side mute and move on if you don't want to hear them or see their chat.

We cannot just punish every instance of shit talking, It's the internet and some people are going to talk shit and be toxic that's just how it is.

You can client mute anyone who you don't wish to hear.

Now if they were breaking any rules for example discrimination based on gender, race, sexuality, religion. That would not be allowed.
 
While it's not one of your examples, they were being anti-furry over the microphone, telling me to "quit being furry", and "kys" and that spray they mention was a furry spray, but I can leave this I guess

Yeah we cannot punish people for that but you can mute them client side, get rid of unnecessary negativity that way
