Since apparently it's allowed if the majority of people enjoy it. However, the rule is very vague and applies to a specific set of servers, so yeah, I'd still recommend not micspamming.

Some (Well, most) micspammers are terrible, because they don't wait for others to stop playing or simply play crap. But those that micspam on Skial are diffrent, they usually play good stuff and don't all play at once. You are one of them, so there's nothing wrong with that.

I believe that the issue of micspam is directly related to your app - you want to allow it, if it's not against the rules then there's nothing wrong with your app. If it is however then my -1 stays.
