A medic on my team had this decal on his clan pride and conscientious objector, so I figure that's where I got it from.

With the exception of one day the past week I've had this clan pride decal'd, it's been blank or incorrect.

TF2 loaded the wrong texture, like with sprays. Restart TF2 and it should be fine.
Also, you get a winning for NCR.
