Did this occur on voice chat? You provided zero evidence of such, and the word "niggers" does not appear in his chatlog.
 
Your screenshot wasn't on your original report, which, as you can see, is why I marked it "Need Evidence."

Personally, I would much prefer the chat log to prove the image wasn't doctored, but I'll trust that it's a valid image. I've silenced for racism. As for future reference, sometimes our stats does have a brief blip in recording the data, so this could have the issue here.
