About 2 days ago, I had my fov set to 90 and after a death it was back to 70. Every time I type the command in the console it stays the same. It's not that big of a deal but I like a wider fov.

Browse to the following file;
C:\Program Files (x86)\Steam\SteamApps\USERNAME\team fortress 2\tf\cfg
Locate config.cfg
Look for: fov_desired
Make sure it's 90
Save
Right click Config.cfg

Properties
General Tab - Attributes: Read-only
Click ok

Locate config.cfg
Look for: fov_desired
Make sure it's 90
Save
Right click Config.cfg
Properties
General Tab - Attributes: Read-only
Click ok

It's telling me to download a program to open config.cfg. When I did and tried to open config.cfg with it I only get a file called user to open, and nothing to edit or leading to fov_desired.

Check your autoexec.cfg it might be in there. If it is, delete the line out of there and let your config.cfg load it.

Right click Steam
Library
Locate Team Fortress 2
Right Click Team Fortress 2
Properties
Set Launch Options

Does it have anything about FOV?

Check your class configure files, maybe it's in there.
C:\Program Files (x86)\Steam\SteamApps\USERNAME\team fortress 2\tf\cfg

Demoman.cfg
Scout.cfg
etc..
