Yes, some idiots will still miss that but I think it will reduce the number of incorrect appeals.

which t me reads:

put a message up top (the same as the following example (yes I know what similiar means mittens, I don't have to look it up in a dictionary like you do)) (insert example here) IN the general section

so to me that is saying put a message up top in the general section, similiar to the example.

But obviously if I misread it then no worries. not my fault mittens isn't very good at conveying his ideas. :troll:

It's slightly confusing given the capital "I" he put on the "in", but most people probably understood it just fine, at least I did. *shrug*

Yeah out of all the TOS agreements I've encountered, i've just scrolled through them all without reading, so actually being able to FORCE someone to read the rules is nowhere near plausible.
