Declined Force users to read the rules before requesting unbans

Almost every person who gets banned comes here and makes a ban thread saying HURR DURR I DUNO WHY I WAS BANNED UNBAN PLS
Is there a way we can force users see the "Requests that don't follow this format will be ignored" content before creating a post in that section?

You misread it, it's saying:

Put a message up top similar to the "trade - message" that's in the General section in the Bans/Report section.

Not:

Put a "appeal format - message" up top in the General section.

put a message up top (the same as the following example (yes I know what similiar means mittens, I don't have to look it up in a dictionary like you do)) (insert example here) IN the general section

so to me that is saying put a message up top in the general section, similiar to the example.

But obviously if I misread it then no worries. not my fault mittens isn't very good at conveying his ideas.

Yeah out of all the TOS agreements I've encountered, i've just scrolled through them all without reading, so actually being able to FORCE someone to read the rules is nowhere near plausible.
