Declined Force RTV Shouldn't Have A Keep Map Change Option

I'm tired of force rtving shit maps for 150k credits and some random dude says "Vote don't change" so all the little kids think oh shit if I do it maybe they'll like me. The only even small reason I could see this not being a thing is because people would force rtv good maps but its 150k credits with a hour cooldown so its not like you can spam them constantly. All I think is for the price of 150k you should be guaranteed a different map.
