Fix the damn collision in Surf

I can understand colliding with people in the surf, but this affects the ability to use certain weapons. Among those are rockets, syringes, flares, and most other projectiles. Not to mention the Mantreads.

Please turn the collision back on. Everyone hates the server without it.

Everyone hated the server with it too. So people will have to live. The point of the server is to surf, not kill.
