I can't make changes to FF2 involving weapons like this because if I start making changes to the plugin and he updates it, then I will have to manually figure out if the changes we made broke something every time we decide to upgrade.

You can't do something like make a "charge system". You can only add attributes from here with that file: https://wiki.teamfortress.com/wiki/List_of_item_attributes
