If you can get a demo showing clear vote abuse that would be the best form of evidence, but getting demos for spontaneous vote abuse is very difficult to do unless you have a demo recording all round.

Aside from that we have chatlogs and server chatlogs we can look into, but if its too vague to go off of then we can't do anything about it other than watching the player in game for awhile.
