New [DR] Update dr_iceworld

There were a few other issues that I wasn't aware of so I've fixed them now. This should be the last time I need to make changes to it.

• Fixed Hale being able to get outside of the map by jumping over the teleport triggers
• Fixed being able to shoot at Hale in dodge minigame until win
• Fixed bossfight textures being the wrong way around
• Fixed skybox weirdness
• All reds now get teleported if instawin is picked
• Motivator sounds and associated entities are now killed when a minigame is picked
• Re-made the second trap
• Also fixed a game-breaking bug on the radioactive barrel trap

I did end up making one more update with a few extra changes:

• Fixed barrel trap triggers not having the correct spawnflag which I forgot to set when fixing the other bug with it
• Added the original sign back at the spawn
• Also added the original snow effect back to the spawn

I've given bottiger a stripper config to fix that first problem so this isn't really essential but it is the version other servers will likely be using as it is now uploaded on GameBanana.
