Approved [DR] Add dr_missing

[Cream Tea]

A classic map from the Counter-Strike: Source era. This was on the map rotation ten years ago but it had quite a few problems at the time and suffered a similar fate to dr_simpsons. I decided to revamp dr_missing in a similar fashion to dr_simpsons such as fixing bugs, adding new minigames and some other improvements. I believe this map should be given another chance.
