Declined Disable the command that lets micspam work...on all servers.

The last time this was approved, it was only for VSH (DR too maybe, I haven't played on it since so would not know) but it should be disabled on all maps, including trade and idle (I think it may have been disabled on idle, not sure).

even though micspam is still possible in lots and lots of ways like stereo mix, virtual cable microphone (lowest quatily shit music) etc.
and that command i don't know if its even possible to just play a mp3 file with just only TF2,

I don't think people complained about it on Trade/Idle. Also, they're not play servers, so I don't think it was that important. I'm up for it though if enough people want it.

I changed the voice back to silk which supposedly blocks sounds from being played from files without needing to set this convar. That's why I didn't change it.
