New Disable cloak and dagger in deathrun

Somewhat Threatening Sniper
I know it was mean't to be disabled but it is currently being used at an advantage where hale cannot see the spy, especially during the hide n seek and fight minigames. The other cloaks are fine but the cloak and dagger specifically should be disabled.

+1 this clock watch item should not be added because how spy can stand still and not wait until their clock meter goes out
