Approved Disable all talk voting on Jailbreak

Sorry if this is already done, I keep seeing votes to turn it off so I'm assuming it's still here

It can affect wardens trying to give orders if all talk gets turned off. It really has no place on a custom mode like Jailbreak.

really, they use it just so warden has to type and they can try to tauntkill or because there is a kid using his mic and instead off clientmute they use that..
