Approved Disable all talk voting on Jailbreak

Sorry if this is already done, I keep seeing votes to turn it off so I'm assuming it's still here

It can affect wardens trying to give orders if all talk gets turned off. It really has no place on a custom mode like Jailbreak.

How about remove the whole vote-system because 99% it just gets abussed?
Because when you do try to make a justified slay-vote against a griefer or ban-vote against a freekiller it's still on cooldown so you have to do !votereport.
