DirectX v8.0? wtf, anyone help?

Ok, the graphics for teh characters are ok, but the one thing bugging me is the water, looks like fucking jizz all over the place. Can anyone help me try to change it? I clicked teh drop down arrow for next to "Directx V8.0" but nothing showed. Anyone know how to change?

I thought windows arrived somewhere to direct x 10? Maybe update to higher direct x?
