I don't see enough context to rule out that the slay was justified or that the person intended vote abuse.

if you're familiar with the map in question at all having the bud card spawn means that the secret boss burg is unlocked, burg is super-fast and hyper focused on the player, hale has a trap that lets him shoot a ball at you and stun you during said rare boss fight, the bud card only has a 1/256 chance of naturally spawning and players lose their shit when you kill them with the card because it's so rare.
