New Decrease the cooldown for changing difficulties

majority of people know who i am and you know why im suggesting this.
people have been switching the gamemode on normal for no reason (usually before everyone loads into the map) where griefers can just press f1 and force the mode to normal, YES. you can wait untill the round is over for a automatic vote to switch to casual. but if your playing on a long map then you are guaranteed to lose because of this, and in the first place theres no downside to this.

if i remember correctly, there is already a cd on votemenu... (like 8 mins or something like that). only people that can call a vote right on loading in a map is donators. i like normal mode anyways. -1
