Could someone explain to me how the Skial comp servers work?

I've been on the comp servers before via tf2 lobby, but I was wondering if it was possible to host a scrim or two on it? The Comp EU server is empty half of the time...

Not really for scrims, just lobbies and MGE, I think.

set up your scrim through tf2 lobby and just password it, give everyone whos playing the pass.
